only one shipping method showing

hi,

there is an issue found, i tried all the ways to show two shipping methods of "standard manual" had to create two because want to make local shipping free and for that i created and set zone rule also, but it defaults to non-free and does not show at all free shipping option,

would you mind telling me where i may be missing plz,

Actually test was done by adding billing address to different but shipping address was set to hamilton, and it is not taking it, look at screenshot here prntscr.com/ee9qjt and next step should show two shipping options OR just free one, because local/free delivery is set for Hamilton and Hamilton City, but still it is charging overall method i set, look at immediate next step after the first screenshot prntscr.com/ee9qp3

another thing is, i dont want shipping cost to be added automatically to cart, it should add only after shipping step, how do i achieve it? i dont see that option also in hikashop configs,

1. i already set two cities, Hamilton and Hamilton City both in there, its not just hamilton city set.

just noticed that cant select more than one zones in there thats why it was not getting hamilton in effect, i just unpublished hamilton and left only Hamilton city there in zones now, so now the issue is to look is how to implement multiple zones in shipping method.
