The Colissimo plugin already have an internal filter for the country ; so the zone restriction you set-up is not necessary.
It checks that the shipping address country code is right "FR" (it also check the currency to have the EUR one).
The plugin also check the cart total weight ; which mean that your products need to have a weight.
It also check that "SoapClient" is available in your website ; since it is a requirement to call the Colissimo web services.
Afterwards, we would ask you to check that the plugin is right published (because the instance is published but the plugin might not be) and we could need an access to see the issue directly.
I have the plugin installed in a test website and I cannot reproduce the issue ; since it's a new plugin, we do not have yet knowledge of "common issues" about it.
