fed ex shipping is not functioning at all

The deprecated message comes from FOF, a library made by another extension developer. It's not related to your problem with the shipping method not appearing on the frontend.

If you don't see the shipping method on the frontend, it can be caused by many things:
- you need to set a normal weight and normal dimensions in the products
- make sure you're using the Fedex 2 shipping plugin and not the Fedex shipping plugin as Fedex recently changed their API
- you need to configure your client ID, client secret and account number in the FedEx shipping method
- check all the shipping services in the FedEx shipping method
- enter your name and real address in the corresponding fields of your FedEx shipping method
- make sure the shipping method is enabled
- make sure you don't have any restrictions in your FedEx shipping method
- on the checkout, make sure that you're providing a real address when testing

If all of this is correct, then the FedEx shipping methods will appear during the checkout. If you're still stuck, then you must have missed something with one of these points. We would need a backend access and precise instructions in order to reproduce the problem so that we can analyze the situation and help you further.
