VAT appearing on orders

Just received an order from a customer in our own state of California who was charged a VAT. We've never even set up a VAT and have only one tax category. I've tried looking through the documentation and this forum but can find no way to figure this out.

Thanks to give us a screenshot of your tax configuration.
You will maybe have to set a restriction of your tax rule.
ps: tax = vat.
