Some tax issues

Hello! I have some tax issues, Im trying to add a tax rate for the shop and I created a new one with 25% in the manage rates tab. Then I want to add that rate to my zone, it wont work, the page crashes so I try to make a new zone and get the same error. I have one rate with 0% and one with 25% both just make the site crash when I try to save the edited zone. What am I doing wrong? I saw there was something similar(?) fixed in the last patch-.
