TAX question

Hi,

Is it normal that we have to turn off the Individual and Company without VAT number to see the TAX at a customer in Germany (send and billing) that is no company? FYI: We have set type of address used for tax is Billing.

If we don't delete those two customer types, we don't see any TAX in the checkout.
