Configure taxes

Hello. I can't seem to wrap my head around taxes. Let's say that I do business in the United States, in the State of Colorado and in several cities in that state - Fort Collins, Windsor, Greeley. The tax structures are as follows:
State of Colorado: 2.9%
City of Fort Collins: 4.4%
City of Windsor: 3.95%
City of Greeley: 4.11%

The total tax charged should be State+City. So, for Fort Collins it would be 2.9% + 4.4% = 7.3%, for Windsor it would be 2.9% + 3.95% = 6.85%
I have tried different ways of creating tax zones and rates, and all I can get to charge is the State tax. No city tax.
