The only solution would be to implement an address verification system from your payment gateway or shipping platform. So it would require a developer to implement that for you but it also requires that your payment gateway or shipping platform supports it.
However, note that will lead to a loss of sales because these systems are not perfect and will flag some address as not valid even though they are (because their database is incomplete or out of date).
So usually shop owners don't implement them as it is less costly to deal with such error that loosing sales over the verification system...
