Normally, when the checkout doesn't let the user continue, there will be an error message explaining why. Could you provide it to us ? That would allow us to understand what's going on.
It must be something that you setup in your shipping/payment methods which is not correct. For example, if you restrict the shipping method to only a zone, all the users with an address outside that zone won't see the shipping method.
If you don't have an error message when the checkout doesn't let you finish, it means that your template is not displaying error messages:
