Cant get the shipping plug in to work

I am trying to set up shipping. Its not working. At the bottom of the plug in, it says Access Level. Then in red, it says only on HikaShop Busiess. Does not mean I need to upgrade? If so, is this upgrade free?

The access level setting of shipping methods is limited to the Business edition.
That option allows you to restrict shipping methods based on the group of the user.

You don't need that option to have shipping methods working. If you don't see your shipping methods during the checkout, it means that you didn't configure them properly.
In that case, please check each point of that FAQ and you should find what issue(s) you have with your shipping methods:
