Staggered delivery costs

I have a proble, my customer wants his table with delivery costs implemented as it is, but I do not know how to, it's so complicated. Here is is:

Germany:
2,50 EUR

Europe
1 unit 6,50 EUR
2 - 4 units 8,50 EUR
5 - 7 units 10,50 EUR
more than 7 units free delivery

World
1 - 4 units 9,50 EUR
5 - 7 units 10,50 EUR
8 - 12 units 16,50 EUR
more than 12 units free delivery



USA/Canada
1 unit 2,25 USD
2 units 3,30 USD
3 units 5,20 USD
4 units 6,05 USD
5-7 units 7,05 USD
more than 7 units free delivery


The tax zones Germany, World etc exist already..

I think that you'll just have to create a manual shipping methods for each delivery costs and zone.

Well, that's not so easy as I have to define it for the different quantities. Different quantities in the same shipping zone lead to different shipping costs. how can i do this?

for example, you can set the weight of each products to 1 and for your Europe zone you'll have to create 4 manual shipping methods with for the :

1st : Maximum weight : 1
2nd : Maximum weight : 4 Minimum weight : 2
3rd : Maximum weight : 7 Minimum weight : 5
4th : Maximum weight : 8
etc...
