states not showing when only one country active

In the registration i have a strange problem.
All countries are unpublished exept Netherlands. When so, i can not select any state while all the dutch states ARE active.
And when i activate another, second country, or in this case i made another also called Netherlands. Then you can switch to the other country and than...all of a sudden the dutch states appear. And they also show up selecting the other Netherlands country.

Looks like a minor bug to me....?

(I also deactivated the other states, mainly because of the length of the names...they made the registrationform much wider and therefore the form did not fit in the template anymore.)

Same problem here ..

Looks like states don't populate until the country changes in the country drop down which doesn't happen if you only have one country active.
