Set Local Bank Transfer for Overseas Shipping

Hello,

I have 2 payment options - bank transfer (link to Singapore payment zone), and Paypal (link to all countries payment zone including Singapore)

I have shipping zone as follows:
Singapore (1 zone), other country (3 zones follow our postal service).

I do a user testing ...

Billing Address = Singapore
Shipping Address = As above
Payment Option Appeared = Bank & Paypal (OK)

Billing Address = Singapore
Shipping Address = Other country
Payment Option Appeared = Paypal only (How to enable Bank transfer ?)

Billing Address = Other country
Shipping Address = As above
Payment Option Appeared = Paypal only (OK)

Billing Address = Other country
Shipping Address = Singapore
Payment Option Appeared = Bank & Paypal (I want only Paypal to show up, as the buyer was not in Singapore, bank transfer is not allowed ? )


It seems the payment option appeared based on the shipping address, and not the billing address. Although I have add the payment zone in each payment option, any other setting I have missed out?

Thanks for the solution ! However, after testing on several ways, found it is still better to base on shipping address, this will make the shipping zone accurately show up for checkout.

But, in admin, I set the local bank transfer to allow view by all countries. Foreign buyer will not use it, unless they wish to pay the higher fees on the wire transfer.
