Custom Fields: States

I am setting up a custom field for the billing page and I am having trouble syncing up the U.S. states. I set the field type to "zone" but no drop down box comes up. If I do it for countries it works, but not states. Any ideas?

I think that you should maybe set the "Field type" to Single Dropdown.
