I think that you'll be able to do that through the "Order status notification", so if you change your order status to "canceled", your customer will receive an email saying that his order is cancelled.

I can not find "Order Status Notification", on which menu is?

You'll find it through "Hikashop->System->Configuration->Emails" but you can't edit your emails because this feature is available in the business edition of Hikashop.
