When a user have access to the backend, you can configure some ACL for right access but users would still have access to some components.
HikaShop with his business version include some ACL features where you can configure the access rights for each group in HikaShop. So you can just allow the product creation/edition to a group, for example.
After that, there is the HikaMarket component which provide editing features directly in the front end with a large panel of access rights.
HikaMarket exists in two version : "Front-Editing" and "Multi-vendor". In your case, the "Front-Editing" version would provide all useful features.
You can test HikaMarket in our demo website :
demo.hikashop.com/
Just login with " demo / demo" and click on "Other Features > HikaMarket". You would be redirect to the HikaMarket panel where you would be able to manage products and orders.
You can access to the backend too (with same credentials) and look at the ACL possibilities on HikaMarket.
