German Shop - Taxes Question

Hi,

sorry for my English....
i have some Questions about the Delivery...
The Shop is in Germany, all Prices have to disyplad with Tax.
If a swiss Customer Order a Product, and want a delivery to switzerland he have to pay without Tax (becouse Switzerland outside the EU) this works fine (Invoiceadress).
But if a swiss Customer want a delivery to Germany or Austria he must pay with Tax (Germany or Austira as Deliveryadress).

How can i change my Shop, that the Delivery adress select the Tax Rule - if the Customer has a Deliveryadress?
