discount on past orders

is there a way, to add a discount based on, what a client has shopped for before ?

No, it's not basically possible in HikaShop.

so if i need this, i need to custom code a plugin for it or is there no event to change price of display of a product ?

wasn't it also at some point to lock a price to an access level for an item ?

You have to edit the views "product / listing_price" to change the price in the product listing view and on the product page.
Then you can do a price override like explain in this doc:

Here is an example of a plugin which change the price value depending on the value entered by the user. What you need is the almost the same thing.
