terms and conditions flag too close to the progres

I whould like to edit the template to increase the space between the "terms and conditions" flag and the progress bar. How can I do to increase this space? Thanks.
And If I whould like to edit the link definitively how can I do it? Thanks.

You for both points, you can edit the file "terms" of the view "checkout" via the menu Display->Views.
