checkout messed up

For some reason, states are not avialable to choose on our checkout, even though all states are active and USA is as well.

Thanks to publish again the zone "france" in System > Zones, then in Display > Custom fields, change the country default value to USA, and schange the state default value to a USA state.
Go back in the zones management and unpublish the "france".
