Manual shipping/Paypal Payment Method Issue

Hi,
Im having an issue with my manual shipping method/Paypal Payment Method. When ever someone orders from me it adds shipping, but when they go to check out via paypal it adds shipping again. I cant figure out how to stop it from doing it. When the first page at the paypal site loads everything is right but after i sign in it adds shipping again. Can someone help me?
