Can I change the display order in the cart page?

When I display the cart... the Addresses, then the Delivery Method, then the Payment Method fill the page, and the contents of the cart are pushed off the screen (right off the bottom). I would like to change the order things are displayed, with the products displayed first. Are there any options available to do this?

Currently it "feels" like I have been taken directly to Checkout, and bypassed the cart (I think most web sites go like this: View Cart > Proceed to Checkout > Checkout).

To change the order of the elements in the checkout, you can change the options in Configuration > Checkout. Change the order of the elements, and you can create steps, etc.

Thank you. I had to use the old workflow edition. Unfortunately the advanced drag and drop does not work properly (very awkward).
