Change default tax to not shown

Hello, I have a tax set up such that only people who purchase in the state of Pennsylvania, US pay a tax. When a user checks out the store is assuming first that the user is from Pennsylvania and shows the default tax. I need the checkout to show NO tax until the user fills in that they are from Pennsylvania and then the tax shows up. How do I adjust this so no tax is the default and only Pennsylvania will show the tax?

Ok, I've done some test through your website and I think that your problem is coming from the fact that you have set the cart step 2 times through your checkout workflow "Hikashop->System->Configuration->'Checkout'".
So can you set just 1 cart step and after your other steps ?

OK I have placed cart one time at the end.

So how does it work with this checkout workflow configuration ?

I clear browser cache. I select store item to purchase. I still see the PA as default.
