Shopping Cart Registration Page

So I just noticed an interesting thing on the shopping cart. The default state and country are Rhone and France respectively. Is it possible to have it default to a different country? This is confusing my users.

Also is it possible to have country come up before city, state, zip selection? That way it can change those menus contextually first instead of the backwards way that it is now.

Ideas on how to do this?

Regarding the default value of your address country and state, you'll just have to edit your "address_country" and "address_state" custom field's "default value" option through "Hikashop->Display->Customfield".
