two different shipping methods

I've tried Sue's method and it seems to work. One comment. It seems like in order to get the weight correct, you need to create a separate Shipping method for each possible weight. Which means that if I want to cover 4 separate weight possibilities for each state I would have a total of 200 rules. Is this correct?

Do you mean that you want a different shipping charge for the same item in each individual state?

If the shipping charge for one product is the same in all the states you only have to make one rule. You don't have to make a separate rule for each state unless the shipping charge is different per lb, for example. One rule for the US can include all the states (subzones).

Let's say I want a 1 oz product to Florida for $5.00 which includes the shipping package. A single Florida order would be $5. But my Florida customer orders 2 of them. Shipping price is calculated to 10.00 BUT since they'll be shipped in the same package, which takes most of the weight, the actual shipping price would be, say, $7.50. So, should a 1 oz product be shipped at $2.50 with some way to increase the amount for a package? Is that what the "Actions" under "Shipping prices" in the Product screen are for (You can add an action that's a child of a listed shipping method)?

The same would apply to California, but the total price might $3.00, not $5.

If your one oz. product ships free, you could make a rule saying that a product between .5 and 1.5 ounces ships for $0. But if a customer orders 2 of them, the weight becomes 2 oz. and another rule says that a product(s) between 1.5 and 2.5 ships for $7.50. If a person orders 3, the weight becomes 3 oz, and the next rule says that shipping for that is ___. ($10?)

Is this correct? I certainly do not claim to be an expert!

It's close. Seems like what it comes down to is I want to have an option to set a package shipping cost independently of the product shipping cost and have that added one time up to the max number of items in a package. If only 4 items fit in a box, have it split into 2 packages e.g. order 8 package cost would be x2, product ship cost would be x4.

Better yet, I'd like to know why the USPS plug-in can't log me in and get shipping costs. I tried it, but it comes back with an authentication error (even though I set up an account with the USPS).

@shinehaid Here is how it works:
You set the weight and dimensions for each product.
The system adds up the weight and dimensions of each product in the cart automatically and calculates a total weight and a total volume for everything in the cart.
Then, the system look at your shipping methods and remove all the shipping methods which have restrictions which don't allow it to be used with the total weight/total volume of the cart. It also remove the methods which are for zones which are not for your shipping address.
And finally it asks the user to seelct between all the remaining shipping methods.

So if you have a product weighting 1oz and that it costs $5 to ship 1oz to florida but $7.5 to ship 2oz then you need two shipping methods:
one with a min weight of 0 and a max weight of 1.5 oz and a price of $5 and a zone set to florida
one with a min weight of 1.5oz and a price of $7.5 and a zone set to florida
...etc...
If you have several states with the same shipping pricing you can create a common shipping zone via System>Zones and assign all these states as sub zones. That way, you only need to create one set of shipping methods with that shipping zone selected instead of creating one set of shipping methods for each state. That will drastically reduce the number of manual shipping methods to create.

But if you have a complex shipping pricing, it will indeed be a lot easier to setup the USPS plugin which will ask for pricing directly to your shipping company servers. If you have an authentication error, it's either that you're not entering the correct credentials in the plugin options or that your account is not activated. I would thus recommend that you contact USPS support so that they can confirm with you your credentials and that your account is properly activated.
