CSS and JS files will be loaded automatically if either one of the modules of HikaShop is displaying, or a HikaShop menu is being displayed, of it a system HikaShop plugin has been triggered.
So it depends on how you configured your modules/menus/plugins...
Nevertheless, having the CSS and JS files of HikaShop loaded shouldn't be a problem and if it's a question of performances, you should use a CSS/JS caching system plugin for joomla to optimize all the CSS/JS files of your website (not just HikaShop's). That will be better and easier than figuring out where the loading of the files comes from.
