How to add additional steps in Checkout process ?

Hello,

just before the completion of an order, I need to add two additional steps : the first for uploading files and the second to fill out a form.

How do I insert for these steps in the Checkout process?

You are right and I know that but in System>Configuration>Checkout I cant't add personalized action

OK with custom fields but about uploading files to server, is there a solution ?
