Add tax to a specific zone and a weird 404 error

My first question is how do I add a tax to a specific zone? So that only users registered in that zone have to pay for that tax? I tried added the zone to the tax in the edit tax options but unfortunately that doesn't seem to be doing the trick.

My second question is. How come I keep getting this 404 error whenever I added a product to my cart. This was working for a while and I'm not sure why it stopped. The exact 404 says this.
Error: 404 - Category not found and the url comes up with this www.cleanpeaceonline.com/cleanpeaceonline/products . I'm not sure where the cleanpeaceonline came from, I certainly never made a category called that...

1. I think that this should do the job if your user's billing address is not in this zone, but you can also use access levels through the business version, then you'll be able to restrict your taxes regarding user groups.

okay thank you. You were right about #1, the issue was resolved once I fully registered in another state as a test user. I'm still having some trouble figuring out number 2 though. I will post here if I can figure it out.
