How to add taxes for city, county and state?

I need to set up taxes for three levels: City taxes, County Taxes, and state taxes. The law requires it, but I'm not sure how to set Hikashop up that way?

I think that you'll probably be able to do it by creating your own zones through "Hikashop->System->zones" and by using the zone restriction through your tax configuration screen.
