Exclude manual shipping to Hawaii and Alaska?

I have a manual shipping module that I want to use for all US states except Hawaii and Alaska. I have the USA only issue solved by hiding the country field in my shipping address form. What I need to figure out is how to set a manual shipping option that appears by default unless someone is shipping to Hawaii or Alaska.

Hi,

You have to create a new shipping zone which will include all US states except Hawaii and Alaska.
After that, select your new shipping zone as restricted zone and it will be done.
