products with discount

That's not how you make a discount normally. The "retail price" field is for the MSRP:

So You should leave it empty.
In the price area, instead of entering 40, enter 55. Then, in the menu Orders>Discounts, create a new discount, assign it to your product, and enter a flat amount discount of 15.
That way, the final price of the product will be 40 and if you create a product listing menu item with the "only discounted products" setting turned on under the Products options tab of the menu item, this product will appear in the listing of that menu item.

Oh. Indeed the restriction of discounts to specific products / categories is only available in commercial editions of HikaShop.
With the free edition, the retail price trick you used can be an alternative, but in that case, there in no function to display a product listing with only the products with a retail price filled in.
I'm afraid that if you want to do exactly what you described, the Essential edition will be necessary

We have the event onBeforeProductListingLoad which you can implement in a custom plugin to add your filtering on the products listings :

So you sure can do it.
However, HikaShop Essential is only 50€. If it were me, I would pay for it rather than spend time developing a custom plugin to do the same thing.
